shishi_priv_encprivpart_der_set - API function

       Shishi_priv * priv
                   priv as allocated by shishi_priv().

       char * der  input array with DER encoded ENCPRIVPART.

       size_t derlen
                   length of input array with DER encoded ENCPRIVPART.
