nbd_get_pread_initialize - see whether libnbd pre-initializes read buffers

       Return whether libnbd performs a pre-initialization of a buffer passed to nbd_pread(3) and similar to all
       zeroes, as set by nbd_set_pread_initialize(3).

       This function does not fail.

       The following parameters must not be NULL: "h".  For more information see "Non-NULL parameters" in
       libnbd(3).
