nbd_supports_uri - true if libnbd was compiled with support for NBD URIs

       Returns true if libnbd was compiled with libxml2 which is required to support NBD URIs, or false if not.

       This function does not fail.

       The following parameters must not be NULL: "h".  For more information see "Non-NULL parameters" in
       libnbd(3).
