shishi_kdcreq_proxiable_p - API function

                   shishi handle as allocated by shishi_init().

                   KDC-REQ variable to get kdc-options field from.

       Determine if KDC-Option proxiable flag is set.

       The  PROXIABLE  option  indicates  that the ticket to be issued is to have its proxiable flag set. It may
       only be set on the initial request, or in a subsequent request if the ticket-granting ticket on which  it
       is based is also proxiable.

       Returns non-0 iff proxiable flag is set in KDC-REQ.
