shishi_tkt_startctime - API function

       Shishi_tkt * tkt
                   input variable with ticket info.

       Extract  C time corresponding to the starttime field.  The field holds the time where the ticket start to
       be valid (typically in the past).

       Returns C time interpretation of the endtime in ticket.
